There is various reason that causes the issue it may be corrupted store database, Microsoft Account causing the problem, An security software (Antivirus) blocking the application from download etc. Whatever the reason Here some solutions you may apply to fix App installation problems on Microsoft store include error 0x80070490, 0x80072F8F etc.
My suspicion is that changing the app save location to the “Windows” drive per your directions resolves the issue for new additions or purchases. However, if you have apps in the queue that may have been lingering there for a while, you’ll need to delete them from the queue and then re-add them. This will mostly resolve App download and installation issue on Microsoft Store.
Open the Windows Store, Click your User Icon and choose Sign out. Then Search for an App you want to download and click ‘Get’ Sign back into your Account. I am sure Can you now download that App.
Temporarily Disable Security software ( Antivirus ) If installed, And make sure you have a stable internet connection to download Apps From Microsoft Store.
If you have incorrect Date and Time set on your computer, you’ll have issues installing applications from Windows Store. Open Settings ( Windows + I ), click on Time And Language. Here check the date, time, and time zone are set correctly, and then try again.
Run Windows App Troubleshooter
The Windows 10 Store Apps Troubleshooter is a great built-in tool from Microsoft which can help you with apps installation problems. To Run the Troubleshooter Press Windows Key+X > Click Settings > Click Update & security > Click Troubleshoot > Scroll down to the bottom > Click Windows Store Apps > Click Run the Troubleshooter
This will scan your system and detects any problems that might be preventing any Windows Store apps from working correctly. If problems are detected then the troubleshooter will try to resolve these. It may not be able to fix them or it might not even find any issues in the first place but definitely its very useful and you must try this before apply any other solutions.
Reset Windows Store through Command Prompt
Clearing the Windows Store cache helps to resolve issues with installing or updating apps. And it resets the Windows Store without changing account settings or deleting installed apps. To reset windows store Press Windows Key + R to open Run, then input wsreset.exe and click OK. A blank Command Prompt window will open, but rest assured that it’s clearing the cache. After about ten seconds the window will close and the Store will open automatically. Now Try to download and install an app from Microsoft Store check it helps.
Reset Windows 10 store To Default (Advanced)
Reset windows store to its default configuration is another effective way to fix most of the store app related problem. Which Clear their Cache Data And Essentially Making them like New And Fresh. WSReset Command Also clear and Reset the Store Cache but Reset is The Advanced options like this will clear all your preference, login details, settings so on and Set Windows Store To its Default Setup.
To do this Open setting -> Apps and Features,” then scroll down to “Store’ in your list of Apps & Features. Click it, then click “Advanced options,” and in the new window click Reset. You’ll receive a warning that you’ll lose data on this app. Click “Reset” again, and you’re done. Restart windows and open Windows store app try to download any application its completed?
Try Different User Account
Open Settings ->Accounts ->Your Account -> Family & other users. On the right pane click Add someone else to this PC under Other users. If you have another Microsoft account try to use that or else follow the steps to sign-up for new and switch to new Microsoft account. Sign-out from the old and Login with new Microsoft account. Once you’re sign-in with new User Profile, then please work around and check if it helps you.
If you don’t have Microsoft account simply open command prompt as administrator. Type net user username password /add
Note: Replace username = your username, Password = password for the user account.
Log off from the current user account and login with newly created user account check store app working properly.
Uninstall & Reinstall Windows Store App
If all above solutions fail to fix the issue simply Right-click on Windows Start > Right click on Windows Powershell (Admin) > Copy the following form below and right click in Powershell to paste > Enter To uninstall Windows store app And restart windows.
Again on next login open PowerShell (admin) Copy the following form below and right click in Powershell to paste > Enter > Reboot your computer and check this time you are able to download apps from Microsoft Store.
If you’re getting a connection error when downloading an app or updating an app, Simply Open Registry Editor ( Press Windows + R, type regedit and ok ) First Backup Registry Database then navigate to the following key.
Here Right click on Profiles, select Permissions, then click Advanced. Tick Replace all child object permission entries with inheritable permission entries from this object then click apply and OK. After that restart windows and open Windows store check its working properly.
Now restart your system and open windows store try to download the application check I am sure this time you get succeed.

I've been having an issue where Windows Store behaves strangely whenever attempting to download or update any app. The download status bar that displays beside a pending app in the 'Downloads and Updates' section of the store basically does this in an infinite loop:
The pause/stop buttons appear for exactly one frame and can be clicked on with proper timing, but upon resuming the download, the same glitch happens. This issue occurs with every single app I've tried, on both of the SSDs I have. I've tried many steps to try and resolve the issue, though none of them have resulted in any success:
Restarting my computer
Making sure W10 was up to date
Signing out and back in to the store
Running WSReset.exe
Stopping and starting the Windows Update service
Temporarily uninstalling AVAST (it has caused complications like this before, but not this time)
Scanning for malware with both AVAST and MBAM, neither showed any positives
Uninstalling and reinstalling the Store app with PowerShell
I don't know what to try at this point, so any further steps I can take or any advice would be greatly appreciated. I can provide additional information if needed. Thank you.

Although you can access the Microsoft Store on the web, it used to be that you could only install apps through the Microsoft Store app on your PC. To help streamline the installation process, Microsoft is adding a new option to its web version of the Microsoft Store to remotely install apps on your devices, even if you're not in front of them.
Similar to iOS and Android, you can deploy Windows 10 apps remotely to your devices as long as they're connected with the same Microsoft account.
In this Windows 10 guide, we'll walk you through the steps to remote install a Microsoft Store app to one or multiple devices.
How to remote install apps on your Windows 10 devices
If you're planning to install the same application on all your devices, instead of using the Microsoft Store app on every computer, you can use the web version of the Store to remote install the app on all devices. Here's how:
Open the Microsoft Store website on your web browser.
Search for the app you want to install.
Click the menu (•••) button (at the right of the 'Install/Open' button), and select the Install on my devices option.
Select the devices you want to automatically install the app.
Click the Install now button.
Click the OK button.
Once you've completed the steps, after a few moments, the app will start installing automatically on the devices you selected.
Microsoft is still testing this feature, and while this method should work across most modern web browsers, including Microsoft Edge, Mozilla Firefox, and Google Chrome, if you don't see the option, you may want to try a different browser. For instance, in my case, this feature only works when using Chrome.

Same here.. all pending and nothing is downloading. Tried the wsreset multiple times, with complete reboot, to no avail. Is this issue being addressed?

Ever since Microsoft revealed that the classic Paint program will not be part of the upcoming Windows 10 Fall Creators Update, Paint program lovers were looking for workarounds to install and enable Paint in Windows 10 Fall Creators Update.
If you are a Paint lover and prefer to use it over other apps and programs, there is good news. Microsoft today said that although the classic Paint program will be removed from Windows 10 Fall Creators Update, it will be available to download from Windows Store.
